We work directly with tenants to support their independence and long-term success, ensuring they are housed appropriately and have the tools to thrive in their homes and neighborhoods. Beyond tenant support, we partner with local communities and nonprofit organizations across eastern Connecticut to expand housing opportunities throughout the state. Through collaboration, expertise, and a deep commitment to affordable housing, ECHO helps create pathways to stable homes and stronger communities.

Our History
Founded in 1989, ECHO was created to provide affordable housing for families in eastern Connecticut whose incomes were too low to secure market-rate housing in the communities where they work and wish to live. ECHO has created 999 units of housing over the last 36 years. Through our Home Sale Program, we renovated 75 homes and built 21 new construction units since our inception helping families achieve homeownership. Many of these homeowners now successfully manage their properties by renting one unit of their two-family homes, building both stability and opportunity. Our mission continues today. Today, ECHO’s focus has expanded to providing appropriate housing for all. From affordable units to market-rate apartments, we offer a range of rental opportunities including 1, 2 and 3 bedroom apartments and apartments in 2-family homes across eastern Connecticut to ensure individuals and families can find housing that meets their needs.
